In 1992-2001 he studied in secondary school. From 2003 to 2008 he studied at the International Turkmen-Turkish University in International Relations and Diplomacy. In 2012 he worked as an accountant in a private business. From 2012 to 2020, he was Head of the Legal Department of the State Service for Maritime and River Transport of Turkmenistan, Head of the State Administration of Shipping Control in Turkmenistan under the State Service, and Head of the International Rules and Conventions Department of the Administration. In 2020-2021 he was the General Director of the “Balkan” shipbuilding and repairing Open joint stock company, a Specialist in the Legal Department of the Offshore Fleet Closed Joint-Stock Company, and a staff member of the “Turkmenmendizderyayollary” Agency. He is the Chairman of the Turkmenbashi International Seaport since 2021.
