Innokentiy Belyakov-Zagumennov is the Executive Director of DB Engineering & Consulting in Uzbekistan, with extensive expertise in the railway industry, logistics, and transport corridors across the Caucasus and Central Asia. He has led major international projects, including the business transformation of Uzbek Railways (UTY), the development of UTY’s corporate strategy until 2030, and rail reform initiatives in coordination with the Ministry of Transport. His experience spans project management, logistics strategy development, digitalization, compliance systems, and engineering support for Metro Tashkent. Previously, he held roles at TransCare GmbH and MSX International, specializing in consulting for the CIS region. Belyakov-Zagumennov holds a Master’s in Business Administration from Cologne University and is fluent in German, English, and Russian
